Sir? ~ pet shops or even less expensive a Walt mart or Target in the pet department. There are all kinds of hard rubber balls, bones and toys that really would do well as a gag. Some are smooth, some are textured. There are differents sizes and shapes plus most are 1/2 drilled already. They can also be used as (oo- attack of the shys) plugs and probes, With a proper lead and inserted a certain way, can be used as a type of restraint? Being created for pets- the materials are noin toxic, moisture proof and able the with stand rough play?

OH dear with the pet department again- Y/you can purchase a tube of silicone that repairs cracks and seals in fish and turtle tanks. i would think (but not certain) it would be safe to use. Of course the tube itself, as is done with most products, should be labeled as safe or not in case a child somehow gets into it. There is also the Poison control sites out there that may be of help. To go to a home depot and buy a tube used for sealing toilets and sinks? i would prefer the fish tank silicone personally.

Second -Oddly, i sell a novelty kit that  "clones" certain body parts. It uses silicone i believe and in a powder form if i remember. The point being it can be mixed and used as needed and not wasted. And should be safe in all respects. i think it would be the better choice to buy a kit from a shop or seller than the pet department or home repair stores.

i have found that nerf balls that are 4" across work really well for those who have jaw problems , TMJ...   easy to slice thru with a steak knife, and slide a small belt thru it.  I plan to sell these on my site soon.   They can be squashed pretty good and muffle the sounds great.  

but i have a seperate question.... Anyone have a good gag that cuts the sound significantly?

Thanks to all who responded. I apologize for noy responding sooner, but I sorta lost track of this post and I am wrestling with a new camera so I can show the kewl butt plugs with clock , etc. in the base. Your subbie won't lose this one! LOL  Also a key fob  and bell are available just as soon as I figure out how to download this stuff.

OK, we've done this. use fishtank sealent. Bathroom sealant has wonderful antifungal stuff in it which kills off mildew (and fish). Rhis was in building our own fishank, but take the thought process on a step.
