Parrots don't masturbate, per se, because they lost their little fingers. The can engage in frottage, rubbing against something such as the knuckles of your hand to get off.
Parrots, like snakes, have a 'hemi-penis', usually hidden in the cloaca and not visible unless you surgically probe.
Some people try to guess sex by stance or the ring around a parrot's eyes. I haven't found that reliable.
You can sex many birds, however, by feeling for their pelvic bones. Male pelvic bones will almost touch. Female pelvic bones will be much wider for an egg to pass. You'll feel for two little bumps high between the legs.
If your bird slaps you, don't blame me.
