I have to add.. I would notice, yes.  I'd look long to evaluate if they actually went with the outfit... then go on my way. 
 
I was in a similar situation .  While standing in a Sprint store. a gentleman came in wearing a wool skirt as part of his outfit.  All I thought was.. why the hell is he wearing WOOL in June in Arizona???!

Seems similar to what I'd read was a world class pickup line for use by a straight man  to quickly get a woman's adoration or approval:

"If I weren't gay, you'd be so mine."

If I saw you on the street, I wouldn't assume automatically that it was a fetish or said anything about your sexuality. 

I see a guy who wears a skirt every once in a while and think of it as a fashion statement.  One time, years ago, when he was still cool and I still liked him, my ex wore one of my skirts (a tie dyed, hippie type thing that went down to his ankles) during a party we had.  I don't remember his thinking, but I'm sure it was to make some kind of statement.

Being a male sub with CD tendencies, i'd probably:
assume it was fetish-related
admire your gumption (yay gumption!)
not make any assumptions one way or the other about your sexual preferences vis-a-vis gender
be annoyed if i found out you were an artist just looking to get a reaction out of people

It depends if the shoes pull the look together.

My gripe is that the DESIGN of many womans shoes would Just Look Plain Dumb on most ugly-guy feet...

Ur kidding right? I shop for most of my dressy shoes in a shop in Blackpool which is opposite 'funny girls', the best drag show night club in the UK (in my opinion). I often try shoes on with the boys, most of them are regulars there and half the time they look better in them than me.

It can be either a fashion statement or a fetish, or both, or neither.

If I saw a guy wearing heels in public (except in a public gay bar) I'd ask him out.

Initial reaction? fetish - but that is an indictment of my prejudice that only a man with a fetish would wear women's accessories.

On reflection, it could just as easily be a fashion statement (it depends on the motives of the individual).

Right or wrong, people judge others by how they look.  If I saw a man out in a public setting dressed as you described, I would just shake My head and figure he was just looking for attention.  Because people judge others on appearances, you would definitely get all manner of attention (positive and a lot more negative I'm sure)  Imagine the conversation a Parent would have to have with their unmentionable when they ask "Mommy, why is that man wearing lady shoes?"

I'm a Domina...and I enjoy wearing leather corsets, boots, skirts and various other fetish type wear. But, I also know that there is a time and a place for everything...and going to the grocery store or other *vanilla-venue* dressed like that would simply not be appropriate, or acceptable. (though I MIGHT consider going to the car dealership like that--keep those damn salespeople AWAY lol)

if you like high heels so much, then purchase a pair
of men's shoes with a higher heel if you want to
wear them with your business suit. Just don't say I didn't
warn ya when your tendons shrink up on ya and it's
painful to walk without them lol

i've never understood the assumption that anyone who makes themselves look "different" is doing it for attention. Being a Dominant Woman makes you "different", in many ways far further from accepted societal conventions than a mere choice of footwear would make a man- is that just for attention as well? You can choose to deny yourself pleasures in order to fit in, or you can decide that since you're not harming anyone you can indulge them, and random bystanders be damned.

It's not a matter of not being allowed to, it's a matter of understanding what you're getting into.

It's like running across a highway:  Yes, legally, it is always the driver's fault when they hit a pedestrian, but does that do you any good?  No.

So understand that the world is the way it is, and if you still want to do it, gopher it.
