I believe that quote is more like "He who acts as his own attorney has a fool for a client." I believe the quote refers to people who have a right to represent theirself in court. No matter how educated they are, or how solid their argument, if they aren't an attorney, they have little chance of winning a case against an attorney.

This is because Judges are attorneys, and if everyone could effectively represent theirself, we wouldn't need attorneys. Flawed logic I agree but that's where the quote comes from.

It's always interesting to see people quote things out of context, make a small change to it here or there and apply it to something else.
