I am a social worker now with developmentally disabled and MR ( I won't get into the difference here), having worked in medicine prior to this, and I am in complete agreement with backing off. In fact one of the first things learned, and law enforcement should be taught the same, is to make sure the area is safe and back away until the 'episode' has passed. Even without being DD or MR, anyone that upset should be moved away from, not even spoken to, until the 'storm' has passed. Many times I have had to do this to keep myself and my clients safe. Maybe not for some, but for me it is pure common sense not to screw with anyone in that state. This woman, I'm assuming, did not have a gun and was not a huge threat but more causing a large commotion. This is why we do not use restraint any longer which is illegal in most states and ANY restraint used to protect one's self if used longer than 5 minutes is considered an abusive and illegal restaint. Yes, law enforcement has a different set where they are allowed to use cuffs but hell, I would cuff long enough to have myself and the individual in a safe environment and then REMOVE them! DUH!!
