We BELIEVE we have the right to be happy but there is no law granting that right. If there were, than that makes someone responsible for breaking the law when it comes to homeless people...as an example...because they surely are not happy. I suppose *rights* are determined by what authority you live under and who's governing them. We can assume all the rights we like, but if no-one recognises them they would be pretty meaningless, except to ourselves. Being *happy* simply isn't a right, it might be a right we decide we have, but if no-one assumes the duty of providing or is governing it, then that's all it is. agirl
