Depending on how busy your neighborhood is, I'll bet this punishment would last an hour before someone called the cops. She'd be arrested for indecent exposure and she'd probably thank the cops for taking her away.

Does anyone use the term consquence play in reference to this type of thing? I enjoy 'punishment' in the sense you are using it, I think. But I think of it as consquences. If you're a 'bad girl', you suffer the consquences. If he says 'Come in two minutes or I'm caning you.' I don't look at caning as a punishment or even not coming as a failure. I look at both as possible outcomes.

i have to say the worst punishment for me is a lecture and just hearing i disappointed him a little .. that hurts alot worse and hits home alot more then anything else ..
the spankings / canings / cropings arnt a punishment because yes i enjoy them alot its another scene and fun and no use at all using something fun to punish :}

I used to get turned on by the idea of punishment . . . until I actually experienced the difference between punishment and discipline. I agree completely with many other posters . . . when I am being truly punished, it is because I have disappointed my Master, and that alone feels really awful. If he chooses to reinforce me knowing how disappointed he is by imposing some form of physical punishment on me like a whipping, I am NOT going to enjoy it even though I might really enjoy the same level or intensity of whipping if the context was different. My Master has made sure that I know the difference, and I do NOT enjoy being punished. Now a play-punishment scene is another matter, totally HOT! If this answer seems confusing . . .well, this lifestyle can be confusing and what works for one doesn't necessarily work for another, YMMV.
