we all have a set  of guidlines we fallow but whos guide lines ours or something that someone  made up

I do understand that my girl may react more strongly to my displeasure than I might wish.  Should that occur, as it occasionally has, I let her know she's over-reacting but I do expect her to acknowledge the over-reaction and make the necessary internal adjustments.  Some folks, submissive or otherwise, can have a disproportionate emotional reaction to failure, real or perceived.  Taking responsibility for "getting a grip" on an inappropriate response is part and parcel of being an emotionally healthy adult.  Personally, I have no interest in consorting with someone who lacks such a fundamental ability.

On the side topic of withdrawing from one's submissive:  I find it completely appropriate to walk away or withdraw myself from a submissive who is exhibiting bad behavior.  There are any number of scenerios that come to mind in which such a withdrawal would be appropriate.  Generally speaking, they tend to center around submissives who misbehave in misguided attempts to get attention. 

Having said that, I completely concur with IrishMist.  Two mature adults should be able to work together toward shared goals without the threat of punishment.  I will concede that there may well be many for whom crimes and punishments are an integral part of the kinky fun.
