There have always been thin women. It's not a new evolutionary leap.  However, size 0 was introduced when teens, and tweens began demanding more adult style clothing.  Size zero isn't generally worn by women out of their teens.

Im 23 and still a size 0. I dont exercise much, except to keep my muscle strength intact. I eat up to 5 times a day. Thats a full meal mind you. So yeah, not all size 0's are teenagers.

Used to wear a size zero, wasn't at a healthy weight for me at that time.  I think, however, that it's ludicrous to ban a size.  People need to take personal responsibility for what their children and/or they are filtering into/through their consciousness.
And, I know lots ofpre-teens who healthily wear a size zero.

After all these years of feeling inadequate and basically unable to see and enjoy my own beauty very well, I am tired of the struggle. I dont wish it on anyone, although I know most of us suffer the same crap. I like those Dove commercials too, for using regular, beautiful, everyday folks. I look forward to the day when we are free to enjoy ourselves in our skin and not feel competitive, inadequate, ugly, or what ever creepy feeling, judgement keeps us from truly loving our self the way we are. It seems to me as we can relax in these ways we can be more tolerant of each other and not need to have a debate about flesh and bones. Some guys dig big breasts, some dont. One is not better than the other. It is tragic to feel, or be made to feel as though because an aspect of our body does not 'measure up', we dont deserve, or cant be who or what we think we might have, or be if it did.

On the other side of this, I've never been smaller than a size 8 (I'm also over 6' tall, so when I was at that size I got a lot of people asking me if I was sick), and am currently overweight - not obese or dangerously overweight, but more pounds than my norm - after a few years of 12-14 hour days and not as much exercise as I once got. I live in a city where the majority of people are thin or very thin - regardless of diet or physical activity, they're just naturally very thin. Just had a sub tell me that he was uncomfortable spending time together in public because I don't fit (literally) the thin/very thin norm here. I told him that at some point in my life I'd been too tall, or too thin, or too fat, with boobs that were either too big or too small in someone's opinion. Tying your sense of worth to a dress size or body type on any end of the spectrum will leave you constantly feeling worthless.
