"If I'm reading this correctly, you feel that the fear of being hurt will make people behave rationally and in a non-criminalistic manner." Lumus Remember Bernard Goetz who shot 4 muggers on the NY subway? For a few days crime dropped dramatically on the subway. Yes fear does work.
