I have thousands of neighbors. I could bring it up at a city meeting of some kind, but that's not likely to be too effective. This is a small city for California, but it's still upwards of 115,000 people in my city alone. The county of which I am part of a suburban sprawl is bigger than that - far bigger. One city becomes another...
In short, you have no idea what you are talking about.

i grew up in northern NJ, and know exactly what you are talking about. You had written this as if it were a neighborhood offense. i apologize if i misread your intent. You had sounded as if it were someone who you might invite to have coffee in your kitchen and hence your personal outrage.
in a densely populated area, on my way to work, i would have either taken down the sign, or created one of equal size, and equally readable which said "I do not, Signed GOD." Statement would have been made with a proportional response.
or you could spend all your time worrying about his noodly appendage.
