Popeye's precise position, from what I can recall, is that USCG officers and NCOs were FLEOs by statute, and certainly 14 USC 89 supports his contention.

Whatever reason, race or not, blacks voting for a black that will help them out...good for them.  Kinda like who cares for the rich elite (mostly white) vote for McCain, for whatever reason race or not, as he helps their cause out.  Just amazes me how some people will sacrifrice their economy and family's well-being just because they can't get over the race thing.  You're not picking your significant other, or someone so close to home or family.  Just some dude thousands of miles away in the white house that LOOKS black (he's genetically half white) that's going to push for legislation that will help the lower and middle classes out.. which is what West Virginia is mostly made of.

Regardless of the sarcastic response, it's a legitimate question.  He has received 90+% of black votes throughout the country.

I'm not rich, or elitist.  But I can state without a doubt that I will be voting for McCain.

How is refusing to drill oil in ANWR helping the lower or middle class?
How is raising taxes on people who make $36k a year helping the lower or middle class?
How is tax and spend helping the lower or middle class?
There are more rich Dems than Republicans and if they really cared about the lower and middle class they would make it harder to make a living off the government.

All branches of the military have a law enforcement specialization... Military Police in the Army and USMC, Port Security in the USCG, etc. 
There is a big difference between being Port Security in the Coast Guard and taking part in certain law enforcement operations, and being a federal 'agent' or federal police officer, ala FBI, Secret Service, Congressional police, and so forth.
Notice that the wording above is very specific, and does not confer LEAP status on CG members, but only gives them limited authority.

It is the same as the difference between a military medic claiming to have been a doctor because they performed medical duties, or a legal clerk claiming to have been a lawyer because they dealt with cases involving the law.

So your 'proves his contention' should have been 'does not support the contention'. 

Anyone who had actually been a  federal agent/LEO would certainly know better than to claim that that GS-1811 was a paygrade, instead of the OPM-X118 manual designation for a federal investigator. They would certainly know what LEAP was.
It is also highly likely that they would know the difference between raw number of arrests, and a conviction rate, clearance rate, and so forth.

But of course, you  already know this since you 'recall' the thread so clearly.


Now explain how any of that creates in someone who didn't make the overblown claims, any obligation to put their personal vitae information up on the internet?

So voting for a guy who is at the end of his actuarial lifespan is a good idea? This guy's worked for the government his whole life. He doesn't have a CLUE what it's like to work in the private sector. He's more out of touch than Bush is.

And then prove to me that the countries where you are currently buying your oil from are drilling in ecologically friendly areas and do not threaten the poor little jack-a-lope.

It seems a lot but its only a third of the US daily consumption. The US uses 1/4 of the worlds oil output.

Common sense...drilling in the areas where there is now forest removes the tree cover, thereby removing the habitat for animals...thus killing many of them.  pretty simple, really.  Do we need to get the EPA facts and bullcrap???  i mean i will, but i hate not using my noggin for simplistic problems...it's tiresome.
oh your second "challenge"  i don't vote in those countries....they are also countries where women can't sit in the front seat of a car...but we still buy oil from them.  Besides...most middle eastern oil comes from the desert...not exactly bounteous in forests....

We do a lot of good with that oil too, and there's no need for us to be ashamed of our consumption. One example is that a lot of that oil is used to grow cheap food, which is used to help  feed the world.

Looks like we'll find out soon enough how well the world will do without competitively priced American farmed goods too, won't we.

Two points #1 Oil drilling is not nearly as destructive as people think. I live in Houston and there are oilwells EVERYWHERE. We have an oil well down on the end of my cul desac. (No its not mine I WISH!) It occupies an footprint of about 8' square and is basically like a green 5 foot high fire hydrant. Ya know the rigs LEAVE after they finish drilling now. Drilling a well is not even that big of a project - the area they clear to set up a rig is smaller than one house and when it leaves they fill in the mudpit and reseed and its  a nice wildflower meadow. I honestly wouldnt give a shit if they drilled a well on my front lawn and at $120+ a bbl for a 1/8 at the wellhead share like my mineral lease says I would kiss their ass on the pitchers mound of the Astros game! If youre reading this Conoco - come drill Kev's lawn!

Point #2 A desert is a delicate ecosystem too with LOTS and LOTS of life. A desert is every bit as inhabited as a forest, are endangered tortoises worth less than spotted owls?
