I actually like the color I normally use, {Dark Brown} it is easy for me to read.
I usually change all my font to Tahoma {even emails} because I like how that font looks,
I don't bother with the size.
Anyone have trouble reading my color?

Anything dark on a light, but not white, background is fine.  I prefer royal purple or something close to it because that's my signature color.  Light or very bright colors are EEEVVIIILLL.  I should not have to put on my sunglasses to read someone's font.  Font size should be 2-3 (10-12 pt.) although other sizes for emphasis are tolerable as long as they aren't overdone.  I prefer Arial because it's a clean, sans serif, true-type font.  However, serif fonts (Times New Roman) are okay as long as they don't look like they were written on a typewriter.  For some reason, that bugs me.

Default black or blue in Verdanda, Comic sans MS, or Arial in a normal size font works best for me.

i like navy blue one a light yellow background for gentler contrast, and a larger size cos my eyes they be bad.

i find the larger type easier to read now that i have bifocals, the eyes don't need to adjust as much from one focus to the other when they type is a bit larger, seems to reduce fatigue, especially when i'm doing research for hours on end for papers.  if i can't read the screen, i'll transfer it to word and change the font and then print it out if it's going to be something i'll be referring to alot.  the darker colors on light backgrounds works well, i can't read most super bright colors like neon pink or green.  yellow seems to be almost invisible at times.  must be getting old, lol.

My Google-Fu has failed me; i cannot find the Florida Code of Regulations, or those regulations pertaining to readability.
 
In Florida, agency rule-making is a complex process and proposed regulations must be supported by objective evidence showing the standards are 'reasonable'.  The readability regulations were adopted under this process, and the Dept. of Insurance had a burden of showing that its proposed requirements were reasonable.
 
This would have been done through scientific evidence of the minimums proposed (as well as other evidentiary burdens).

What insurance materials might you be  referring to that are written but not printed?  

The regulations in Florida address advertisements, applications, policies, changes in policies, and the like.  i can't think of any material an insurance company can transmit, by any means, to any recipient, that is exempt from the readabiity regulations.
