When I received unsolicited CMails from Dommes, my response back to them depended on what was written in the initial contact. Those who sent the "I need to marry someone soon, I can promise you the world if you would do this for me before the end of December" types never received a response back from me. Those that sent genuine interest, I would at least give back a courtesy reply, even after reading their profile and knowing we were not ever going to be compatable. I'm just me, so I hardly feel myself alone constitutes a representative sample.
You are looking for a female submissive, and from what I have garnered from the threads, they are inundated with offers. Perhaps yours isn't standing out in any particular way. Perhaps they are shy. Perhaps they just get a jolt of high self esteem getting offers, when they have no intention of actually following through. Who really knows. In the long run, probably better to just move on to the next submissive lady you are seeking, and not worry about those who won't give you the time of day, regardless of the time you put into reading their profile, and initiating contact. Eventually, you will find many who are interested, or at least have the courtesy of responding back.
