If you'd thought of that first you could have had real tax raising powers instead of the weak ones the Scottish parliament has. The second generation always benefits from the mistakes of the first.

I think England, Scotland and Wales has been a pretty impressive unit over the years. For me, though, the purpose of Great Britain/UK has ran its course. The irony will be that while the Scots and Welsh dither over devolution, momentum will gain ground among the English, which it is; and the Scots and Welsh will argue for the union while the English will argue against it (after all of these years of cries of 'English oppression').
