If you want a more detailed explanation, it has to do with the US law 18 USC 2257 which requires that primary producers (the porn companies) of sexually explicit content verify and keep records of the ages of every performer. Then there are the secondary producers (webmasters), who didn't produce the content, but distribute it by posting it on a website and are supposed to list the custodian of records. If you check the banner ads, you'll notice that under each one, there is a link to a page listing the custodians. User generated websites like CM and other web 2.0 sites are considered secondary producers and are in sort of a grey area right now because the operators have no real way to display the custodian of records information unless they request the info from the user. By prohibiting genitals and hardcore bondage, CM is exempt from the record keeping requirements.
