In most states (all states that I'm aware of, although I'm no expert), offenders entering the prison system undergo some degree of psychological screening to evaluate their mental health, and if deemed necessary, treatment is theoretically made available to them. Not a lot of resources are devoted to this, however. It's a given that most people in prison suffer from some degree of sociopathy or they wouldn't be there. There just aren't enough plugs to stop every leak.
