I think I've already covered this. In tjhe Weimar republic, unlike Germany now, the President had major powers and was more powerful than the Chancellor, who now has the most power. Hitler had the largest Party in the Reichstag, about 32% if I remember rightly which is why Hindenburg invited Hitler to be Chancellor. This is the problem with proportional representation, its more democratic than most democratic systems but it allows exteremists a voice. However, Hindenburg thought he could control Hitler but Hitler proved to be the wilier politician. After the Reichstag fire, he introduced a Patriot Act of sorts, formed the Gestapo (which was already effectively formed) and under that act was able to arrest all those leaders that opposed him. The NAZI were very efficient at arresting opposition and creating a secret police force to clamp down on society that the myth grew up that no Germans opposed the NAZIs. Estimates vary because there are no reliable figures but many hundreds of thousands of the German opposition died in the death camps.
