OK, if Ohio was a state in 1803 why was any action necessary in 1953 ?

However if you accept that, that means the titles of nobility act is a part of the national Constitution, therefore a member of the bar cannot hold office.

Law is for the little people.

Without Ohio as a state, the original thirteenth never passed. With Ohio as a state retroactive law is allowed.

Catch 22, but we can't even seem to catch 21.

"Esquire" is not a title of nobility.

Even in Merry Olde England, gentleman were "called" to the bar, not "created" barristers.

There's more, but that's what comes to mind at the moment. Sorry for the eight, rather than two, but this day and age is filled with so many challenges and problems that must be addressed.

Agreed. This is the fantasy of every inexperienced manager on the first day.

The workers, at best, respond to such top down pressure by working when someone's looking.

Can't do that, it would be impossible to police this.  either you'd be sending innocent doctors to jail left and right, or you wouldn't send the guilty to jail, or both.
The only way to implement something like this, is rather then trying to police doctors who are already out there making money, set up a medical system similar to the Office of Public Defenders for lawyers.  Have a special group of federal paid doctors in a federal hospital for people who can't afford medical care.  This way you provide medical care for people who can't afford insurance, you provide jobs for young doctors, and you don't kill off the medical professon.
Also, remember that they spent 19 years on average in school studying and working as an intern in countless hospitals to get where they are.  They've earned what they make, their not just leaches trying to steal money with their high prices.
