President Barack Obama kept one campaign pledge Wednesday afternoon and at the same time violated another when he signed into law the State Children’s Health Insurance Program, which extends health care coverage to 11 million low-income children.

The White House views the SCHIP legislation as a down payment on Obama’s pledge to provide universal health care by the end of his first term. The bill ran into some partisan resistance because it allows states for the first time to use federal money to cover children and pregnant women who are legal immigrants.

But Obama’s 5 p.m. signing came barely three hours after the House approved the bill, breaching Obama’s promise to have a five-day period of “sunlight before signing,” as he detailed on the campaign trail and on his website.

“Too often bills are rushed through Congress and to the president before the public has the opportunity to review them,” the Obama-Biden campaign website states. “As president, Obama will not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days.”

Um, the S-Chip revival has been on the table since the election. This is NOT new legislation. The program itself has been operating successfully since the Clinton administration. Only Bush killed it like a 1980's slasher gutting a teenager who's had sex in reel two. He never gave a rationale for doing so, either. (I guess it didn't kill enough people, or violate enough American civil rights for his tastes.)

Let's hope, if you actually consider this a "broken promise" (if this OP wasn't being sarcastic)...that we will all suffer many, many similar "betrayals of trust" in the future.

The bill also allows for immigrants, both legal and illegal, to access SCHIP funds, although illegal immigrants may only do so for 90 days.

The bill removes previous requirements, currently required under Medicaid, that mandate new enrollees provide photo identification and documentation proving citizenship, such as a green card or passport, when applying for SCHIP.

The new language strips this proposal and says that states can accept Social Security numbers as proof of citizenship, and that they must provide health coverage while those numbers are being verified. If a number cannot be verified, states must drop coverage after 90 days.

I am not Bush fan but above statement is totally incorrect (perhaps propaganda). Republicans opposed only the program extension and Bush vetoed it. War, bad economics etc., lack of funds in general and Republican defective brains that did not understand the need for including middle income families, adults and illegal immigrants in the program were the motives. Obama will fix the economy, end war, tax the rich and his government can afford it.

Just a minor correction might be considered for your post. The Bill does not penalize people based on country of origin since many in the United States are here "legally" from other countries have visas or have become citizens.. What this Bill does is open up the doors to children of the as many as 20,000,000 illegals in our country and puts the burden for their healthcare on the already straining American taxpayer. Who do you think pays for this..Pelosi? Add in this "Spending Bill" now before Congress with all of its welfare payments and the tax bill for all of us will be going up over the next few years,no doubt about it.
As an aside...guess who is going to pay for this program supposedly to help poor children...their poor parents who smoke. Contrary to his campaign promise not to raise taxes on the poor the $30 billion plus SChip program is being funded by as much as a $1.00 increase in tobacco taxes. Maybe $0.60 or $1.00 increase in a pack of cigarettes might not be too bothersome to one of those bankers limited to $500,000 income...but that working guy who makes $25-$50,000 a year sure as hell will feel it, albeit I'm sure will feel even more patriotic paying this tax per the command of the Vice-President.
It seems to me we have turned over control of our lives to 536 people who either don't have a clue as to the risks we are facing these days or welcome the turmoil as an "opportunity" to "change" America into their dream socialist state.

Edited to add- Also, if you have an issue with increasing tabacco tax to pay for healthcare, no one is asking you to smoke :)

Believing that either is something to avoid at all costs? Silly.

Socialist capitalism is my ideal... you know, a capitalistic society that creates and protects a... well, society. Everyone is entitled to free health-care. The idea that not everyone should be is so very foreign to me. I just don't understand why someone *wouldn't* think it was worth paying taxes (on a scaling system so that no families are horrifically affected) to do.

To me, it's more important than having a standing military.

Different priorities, I suppose.

Yeah, protecting children, just terrible, wtf. I don't even really like kids, but I'd save them.. you're actually going to advertise that you're completely evil? Good luck with that.

I think cigarettes and tanning beds should be illegal. If not then they should have like a 25$ tax per cig / lay in bed .. etc. =)

Wow sensitive subject and as a single mom of 7, i understand the issue with letting every immigrant legal or not have free access to medical.. thats not to say their children should go with out, but when the americans who live here, are citizens here and have a right to those programs are denied because an illegal alien has taken their place, thats when it becomes wrong.. The top salary an adult in my state can make and still recieve medical is 512 dollars.. wow, and now add on top of that the 20,000,000 estimated added to teh system, and who do you think will come out on the short end? the people from this country, whether born here or not, who have made the effort to at least be here legally..

i live in a town that is predominantly migrant, and most are illegal.. getting dental care is a joke, and you have to sit from 645 in the morning and still not get seen that day, even if you have a severe problem.. but the migrant workers have appts and do not want for anything, no questions asked..

my problem is not with them, but with how our country puts them ahead of their own citizens and gives them hand outs and doesnt even ask them to try to learn the language here.. have you seen the dshs application, there are over a dozen different languages on there translated for every different culture..

Just my not so humble opinion

technically there's no official language of the US, just a 'most used' language...

If Spanish goes above that 50% mark, we're considered a Spanish-speaking country :P

It's silly, but I really wouldn't *want* a declared (as in, in the constitution) language, anyways.

To be honest, I don't understand why Spanish class isn't mandatory in the US. Every mexican person I've ever met, up here and in the states has known at least very basic English. All of my friends from Mexico had to take English class in high school. I've met maybe 5 Americans that could do the same in Spanish, or French, or any other language. I don't understand why providing services in other languages is such a huge issue to Americans, people and countries should be encouraged to be multi-lingual.

Other considerations about health care for migrant works of any age are-

Who is planting, harvesting, processing and preparing our food supply?
Come on now, you all know the answer.

What would happen if these workers and their families had no health care access at all and a pandemic broke out in this population while in the U.S.?

Say something like the MDR Multi-Drug-Resistant strain of TB, dengue, malaria, Hepatitis A-E, scarlet fever, leprosy, tape worms, lice, schistosomiasis, Guinea worm infection, whooping cough, cycsticercosis, morgellon's.

Wouldn't you prefer that they have access to sanitation and basic health care?

Thank you for saying that. What with all the GOP rhetoric flying around bemoaning anything that looks even close to socialism, the fact that either system (socialism or capitalism) taken to an extreme is dangerous tends to be tucked under the carpet. As with success in most things, it is a matter of balance.

I share the laundry facilities and clothes line with the other neighbors on the property and we all split the bill for the city's water. Isn't that a basic form of socialism?
