I am not a smoker, but I do see the unfairness of making anything, especially something guaranteed in the Bill of Rights, cost prohibitive as a means of getting around an out right ban. It can be limited (or taxed) into extinction. And what you may buy today, may be taxed, banned, or regulated to extinction tomorrow. When I lose my rights, your rights cannot be far behind.
