Do you really believe that Obama, or any other President, would be standing by the phone and giving direct, minute-by-minute orders to the ships and crew on the scene?
Or do you perhaps think that the authority might just have been delegated to the captains of those ships?

No, because this was a very real life or death situation, not the supposed "imminent threats" that Bush and co. used to justify their political ambitions.
