Well now that's a different story.  If this is happening to you, maybe you DO have bad breath.  At best, they don't really want to hug you.  Sometimes submissive people actually have a hard time saying no to a Dom.  You are still putting them in a position where you are already STARTING the hug when your arms are open.  It's like fighting.  I may not have thrown a punch but if I'm in their face and poking my finger AT them, the fight has already started. 

So, perhaps you might take the advice to use the word - rather than the boby language.  Like was stated above "hug?"  and then IF you get a yes THEN open your arms.

Try this Flogger...go up to the submissive, reach for her right elbow with your left hand, then hold her right hand with your right hand. No other body contact. It is a gesture much more intimate then a regular handshake, and nowhere nearly as offensive as an unwanted hug.

I don't like to be touched by other people. An intimate sexual partner being pretty much the sole exception to this. Most of my hugs to people in social settings are like what you're describing, flogger. I tolerate social hugging cuz I recognize that, despite my discomfort with being touched by others, it's good for me. (Especially right now, while I'm partner-less & that's pretty much the only physical contact I have with others . . . . ) When I go to a munch half the people there want a hello hug & a goodbye hug from me, & I do that A-frame hug thing & air kiss the side of their head . . .. . FYI . ... . (My own peculiarities for descriptive & comparative purposes . . .. .)
