Every little thing does not have to be spelled out in the TOS of any site.  However, this little portion may be what you're looking for (emphasis added):

4.3.        No Illegal Conduct Allowed:  You will not use the Website in any manner inconsistent with any applicable laws or regulations.  You may not include any personally-identifying information such as phone numbers, street addresses, Web site addresses, email addresses, Instant Messenger screen names, or any other information that if provided may be used to circumvent the Website's communication capabilities.  You may not use the Website to advertise products or services, nor may You use the Website in order to solicit products or services, unless otherwise permitted by collarchat.com. 

And this little tidbit, which (if I'm reading lawyer-speak correctly) basically says that California law applies (so if solicitation for drugs is illegal in California - which it is - it is illegal to do on this site):

13.1.        Governing Law.  This Agreement and all matters arising out of, or otherwise relating to, this Agreement shall be governed by the laws of the state of California, excluding its conflict of law provisions.  The sum of this paragraph is that any and all disputes must be, without exception, brought to court and litigated in Orange County, California.

As I understand it, even consensual bondage is commonly not excluded from laws against kidnapping and false imprisonment. If this is true, discussions of bondage as well as discussions of flogging would violate the TOS in the same way that the original poster's antics did.

Someone above has been kind to point out that California law is to be used in evaluating matters like these. Is anyone here in a position to say anything definitive--hopefully with authoritative references to law and case law--about whether, say, all of the activities listed in the CM profile preferences list are legal under California law, given consent?

you know what guys, i didnt want this to become a WEED topic, me beeing me, i dont care if ppl smoke it,,grow it,, sell it...

MY beef is that i LOST someone i really cared about and spent 4 months getting to know. she was very special to me,,and we shared alot, NOW im banned and i cant even tell her im BANNED..

i DID nothing to HURT this site,,

its not so much that im banned,,IF i had other means of talking with her,,i would go on about my life.

i thank the ppl that atleast see where im comming from,,and are supporting me,, i am a very good man,,and i treat everyone with love and respect.

IT JUST HURTS even if it is ONLINE chat,, not beeing able to see the ones you have grown to know.

im just pissed that i have watched ppl take pills,,,smoke weed,, snort coke,, rip and swear at each other,,,YELL,,,advertise home made porn movies,, say rascist comments, and i BET you,,there on video chat tonight

but not me,,,cuz i did the CRIME,,,the huge crime,,, the awful crime,, of jokeingly asking someone if they wanted some grass...

I BET YOU 1 WEEKS work,,,if i had a BIG SET OF BOOBIES,,,id still be in video chat..[:)]

we had no intention on dateing, were just friends, she lives 2000 miles from me. i didnt want anything from her, we just got along great.and she was BEAUTIFUL.

and yes. there were times ppl were doing drugs on there webcams.

i mean there were dudes with duck tape on there balls and hunting knifes in there asses perrty much on every cam,,
yet you dont believe there were any drugs beeing used on cam lol

So go to another chat room and ask someone who goes into the video chat to go in and tell her to contact you or something. Geezzz... if a guy has really liked me, they searched for me and found me. It isn't too hard to find someone who goes into the chats or that chat room. If she likes you... even as a friend, wouldn't she try to find you and contact you by your profile?
