But isn't it part of Japanese culture that people bow in many social interactions, the way westerners shake hands? That would argue for Obama's trading bows with lots of people, not just the emperor. Also, there are plenty of other ways to show respect for another culture without without violating a key tenet--all people are created equal--of our own.

It is and I wouldn't be surprised if he bowed to the PM and I wouldn't be surprised if neither of them and just shook hands. I would only be bothered if the PM did and Obama didn't. People are created equal but offices and titles aren't. Certain ones command more displays of respect.

In trying to get my head around this topic, I've found myself wondering how things might work in reverse. There are, I believe, cultures where men don't touch women who are not related to them. If a head of state from such a place came to the U.S., would we expect him to shake Mrs. Obama's hand as a mark of respect for our culture?

No however I would expect him to be polite and converse with her. Which, in certain cultures and religions, is not allowed. I would also expect him to look her in the eye and not tell her she's a whore for not covering her face. [:D]

Edited to add: Now if our president was female, then yes I would expect the man to suck it up and shake her hand, wearing a glove if need be as a nod to his own beliefs.

So if President Obama shouldn't bow to royals (on their home turf)--to whom should he bow?

It is difficult sometimes to understand other cultures and protocols. When to adjust and when to be opposed.
