While the laws on paper can't stop someone from doing something, they make it so that it such things are unacceptable. If you look back, there are countless times when people have been raped, tortured, mistreated, violated in almost every way because they couldn't stand up for themselves and nobody stepped in because they were also afraid. In a world without some sort of protection, might makes right. Even when there are hundreds and only a few oppressers, fears makes people obedient, to protect their own, will do terrible things to others. How will this truth you claim to be speaking solve this?
