It's nice if someone, a neighbor, a police officer, the Red Cross, the government, whoever, is there to help - but if you can take care of matters yourself even if you don't need to I maintain you're always in a better position. It seems to me that you're looking to make people more dependent. They would have no choice but to rely on someone else to protect them. They're at the mercy of some external power. If that power is competent and concerned, then they're okay. If it's not, then they're screwed. I think making people more dependent in almost any way, in the short run or in the long run, whether as individuals or society as whole, is a very bad idea.
