This expansion also included the power for evidence gathered in FISA surveillance and searches to be used in criminal proceedings. However, all information regarding the order and any evidence obtained under the order are permanently sealed and classified “top secret.” The effect of this provision has been that US citizens are being charged with crimes in federal court and not allowed to review the evidence against them, nor are their attorneys permitted to see the warrants that authorized the search.

How would FISA/FISC be relevant to a yemini caught fighting with al Queda in Afghanistan?

but you haven't given one.

As I said way back, congress needs to create a NEW COURT that can handle the secret evidence to prosecute foriegn terrorists.

and my answer to that is that a tribunal can be created by authority of congress, and they would have the same laws and precedents and constitution to follow as any other court, because you can't create a new constitution, I am going to guess probably because it is unconstitutional.

yea the only way to end the game is not to play, just saying. You can't even tie when the rules are changed by the other team whenever they wish
