No dial tone. The lines are "warm". AT&T and Verizon both do nationally. Many local companies do as well. You dont GET 911, they dispatch immediately to anyone with a "warm" line.

The lines are 'warm'..? Somethings must have changed in the last two years since I left AT&T. I will do some checking on Monday morning. For now I'm not buying it.

I don't believe everything I read. I will be calling AT&T on Monday morning. If true I'm sure that you like a company providing a service that someone else has to pay for.

No, i actually pay for mine. I DO like knowing people are not without the ability to summon help even when they CANNOT afford a luxury like a telephone.

I am quite sure that phone service for the poor is very inexpensive. I'm thinking less than $10 bucks a month. I will check on that also on Monday morning. I am also quite sure that 90% of the poor in this country have a cell phone and don't need a land line.

A "soft" dial tone, less often called "secondary" dialtone, is audibly the same as a regular one, except that there is no actual service active on the line, and normal calls cannot be made. It is maintained only so that an attached phone can dial the emergency telephone number (such as 9-1-1 or 1-1-2), in compliance with the law in most places. It can sometimes call the business office of the local exchange carrier which owns or last leased the line, such as via 6-1-1. Other functions such as ringback or ANAC may also be accessed by technicians in order to facilitate installation or activation.

Often, a new telephone number is assigned to the line so that it can function, but callback is restricted, and end-users do not know the number. These numbers may be outside the normal range used for regular lines, potentially causing trouble when telephone numbering plans are changed.

Deactivated lines can also be maintained with no dial tone at all, while still connected to and powered by the switch, in a state sometimes called INB or Installation Busy.

I worked there all right, for 33 years. I guess that I was one of the guys that installed and repaired all of those lines to give free service to non paying customers. As long as my health care keeps getting funded, I guess it's ok.

Don't they provide 911 for dead (as in disconnected) cell phones also? I vaguely remember it being something talked about when more and more people started having cell phones as their primary home phone.

I don't know what the policies are regarding cell phones and 911 service. I know that there were big issues ten years ago with VoIP and internet-provided phone service and maintaining 911 service. There are some states that do not require 911 service after a disconnect and it's possible you worked in one of them.

I believe that certain states also have a "DND" policy (do not disconnect) where if you don't pay your long distance charges but still cover your local phone service bill, your local carrier cannot disconnect you - although your long distance carrier can terminate your long distance service.

In New York, where I live and work, Verizon has no option regarding 911. They must provide it, even if the customer will not or cannot pay their phone bill and gets disconnected. I'm also fairly certain that 611 service is stll there, so you could plug an old phone into the wall jack and dial 611 and get customer service with the local carrier.

Well, my current telephone service is with Centurylink, who was formerly Centurytel and they just merged with Embarq.  Embarq was formerly Sprint.  I know for a fact a dial tone was on my phone when service was interupted during service with Sprint and later on down the line, with Embarq.  I would bet money it would continue to be on with Centurylink, too.

You seem to be quite the authority on the "do's and don'ts" of what phone companies do, merely because you "used to be" an employee of AT&T.  I used to work in the medical field, but know that technology has made my knowledge just basic and (basically) its obsolete.  For what its worth, past merit doesn't count much with me.  Unless you know what goes on in the here and now (speaking you're talking about present tense, not past tense), then you have a leg to stand on.  But....if AT&T is your current service and doesn't extend that courtesy, then perhaps its time to switch to better service? 

**Editted to add....so when you make your call to AT&T Monday, remember I gave you the name of three companies that do what (you think) AT&T doesn't do.  I expect an apology from you, on Monday, too! ;)

I would agree- improving and regulating the standards of the 911 dispatchers seems like an eminently sensible thing which could be accomplished for little cost.

yes- i tested mine and it works. So now I carry it if I ever need a tow.

..I learned this because the battered womans shelter gives away old phones for this very purpose.
