I see. It's not an official statement by France. It's an offhand comment by some junior minister, backed up by MSF, and broadcasted by the Daily Telegraph, one of the most notoriously francophobe rag in the British Isles. They seem to be dropping food as they did in the situation in New Orleans. With all the countries "helping" and all the money that has already been raised, all the people/and troops that have been sent, what is the hold up? The hold up is that the airport is full and there are not enough vehicles and escorting police/troops to get the aid out, plus which many roads are impassable. Aid is going out as quickly as it can with the resources available - this is not helped by preventing the US from landing vehicles and personnel by air, until the port is reopened. The ultimate problem here is that what governmental and NGO infrastructure existed - not much and not very effective - has been destroyed, so this is a situation that has to be dealt with from the ground up with nothing to found the effort on but what is built as part of the relief effort. E
