I disagree.

We have to be able to identify- the dogs...    a 3 year license tho-- and $2 would suit.  If the dog catcher finds an unlicensed dog- then there are penalties.   Possibly even losing the pet.   Being that dog bites are a reality- I support the tag-  tho not a chip.

I've no problem with the tags--but they're a scam.

When a dog bites someone (I've been bitten twice before), the sheriff investigates. The real concern is rabies vaccination.

Far more useful than the license is the ID tag, chip tag, and rabies tag she wears.

And when she got loose once---none of that led them to call me. I had to track her down myself.

The neighbors (including a deputy sheriff) are much nicer (generally).

PA does not require a vax to get a license.  and you are correct- that a vax is important.

Locally google earth is of no concern- nosey neighbors are.

in Germany the fees (tax) are somewhere between 25 euro to 256 euro for the first dog per year...if you have more then one then you have to pay more sometimes for the second dog as mentioned in previous post...(only checked a few of the 52 pages about the fees but yes, it does vary a lot between the councils). and yes, they can check it e.g. when you are out with your dog and when the dog does not have an up to date tax-tag then you have to pay up a fee for that fact.

So far we are not required to license slaves, or even vaccinate them.

Owners are generally responsible, however. They are collared, and not allowed to run free.

I'd support losing the dog and about a 1,000.00 fine for a loose dog biting someone. And jail time for the owner on a second offense. Too many instances out there where large breed dogs were allowed to escape and then went into pack mode and mauled people. If you cannot control your animals-you should not have them.

I wouldn't, and I've been bitten.

They are dogs. Things happen. What should happen next depends on the particular case. And in extreme cases, legal action is indeed taken against owners (and sometimes dogs).

Now. if a loose slave bit someone, she should be publicly whipped. But you notice owners prevent any danger to others.

When a human injures me-I have legal recourse to recover damages.

An animal under ownership should be no different. I lived on a horse ranch at one time in my life. Irresponsible dog owners in nearby suburbs thought it was just peachy to let thier dogs run loose. We didn't. They would chase the horses and try to take the colts down.

Dogs are predatory by nature. After numerous attempts to get the assholes in the developments to stop-the owner just went after one of the packs of "innocent creatures" that were harassing his stock in a field one day. He shot every last one of the fuckers and threw them in the back of his pickup truck.

And then drove around the nearby devolpments knocking on doors and asking people if they would like to claim the bodies. No one admitted to owning ONE of the five or so animals. In that county-livestock owners have a legal right to dispose of dangerous animals that encroach in thier stock.

We did notice that the place was dog free for about two years after that-then the fuckers started showing up again-so they just kept shooting them on sight.

People just don't learn.

They have a leash law and the laws are quite clear. Farm animals take priority to "pets." A dog that comes after me when I am on a public right of way and bites is going to be a dead dog.

Not everyone is equipped to deal with dangerous animals.

So it's cruelty to animals Vs. cruelty to humans?
Thing is - dog is acting on instinct.  What you are doing right this moment is premeditated.
