ummmm, I don't know. I do file a report that reimburses me 100% when I leave the country; however it's a pain in the ass to get the special VAT receipts unless it's a big ticket item. You're right it also varies from one country to the next. I believe the UK is considering a temporary increase in their VAT.

I'm heading back at the end of May and will try to find out more about how that works. I know it applies to services as well as goods; which is what they are attempting to do in CA since not one representative things another tax hike will pass.

One year after implementing the highest tax increase in the history of the US to bridge a revenue gap; there is a bigger gap this year with revenue down dramatically. Businesses and people are leaving CA at a record pace; with them go the tax revenue.

Hey - nothing it permanent except death and taxes. However, one thing is sure in my situation, dying gets REAL expensive if I do it in the US after 2010!

Not to mention straight roads with no potholes, an electricity grid that doesn't go bonkers at the first sign of a little wind, an integrated public transport system, etc, etc, etc :-) .
