The purpose of conscience is to do the right thing. The purpose of soul is to do what feels right and to desire. Those are not necessarily the same - and even conscience can misjudge. In a previous post I falsely equated mind and soul. I purposely did so because most people do not perceive the difference and I did not want to confuse their inadequate understanding.
