Without the aid, the unemployed Godinez said, she wouldn't be able to provide for her family. She is studying English and hopes one day to open a business and get off welfare.

So, for an illegal immigrant, she is receiving $3100 a month.

San Bernardino County spent nearly $64 million in state and federal money last year to provide welfare benefits to the American-born children of illegal immigrants.

Illegal immigrants aren’t entitled to welfare. But their citizen children are.

In California, 192,660 citizen children are getting welfare checks passed through their illegal immigrant parents. That costs $546 million a year in state, federal and county funds, officials say.

I lived there most of my life, and way back in the '80s people warned that funding by initiative, (oops, I forgot) and insane explosion in the prison population, coupled with a required supermajority to approve new taxes, on top of Prop 13, was going to lead to a flaming fiscal disaster.

Periodically CA would run up a big surplus and then folks (almost always conservative) would start ranting that the money was "YOUR" money and the state had no right to it.  So they'd offer rebates, cut taxes, etc.  Leaving no damn money for inevitable downturns.
