Whether its a gov't project, a new kind of weapon or the airlines testing an advanced airplane, its still unidentified to the public.  If people see it and the official govn't response is "no you didn't see it" then they are hiding its existence.

I like this OP and the subject matter but this is not entirely true. A conspiracy to commit as crime...is a crime. A conspiracy that includes a crime IS the crime and any attempted cover-up is an additional crime...obstruction of justice.

All it takes for a conspiracy is a conversation between two or more people...to do something.

This is the legal definition of Conspiracy but not quite accurate for the definition of conspiracy theory. Many conspiracy theories do not involve a crime at all, just a cover up. (UFO's, flouride, lunar walk)
