Both ways? Not sure what you mean, but if is that you dont understand the difference between a local infrastructure issue and national energy policy youre beyond help.

So, if the President and Congress have control over the planning, execution and funding of levee maintenance and construction, this indicates that it isnt a Federal competence, even and especially when the work is the responsibility of elements of the Federal armed forces.

So this begs the question - whose responsibility and whose competence is it, and how come it seems that the President and Congress have such power to deny the competent and responsible offices of that person that they cannot perform their duties?

It doesnt beg the question....it provides its own answer. There is very little that the Federal government can do as well as the private sector and/or local authority. Why do they have that power....overreaching interpretations of the Commerce Clause.

So you mean that the Federal government is responsible and competent to construct and maintain levees, but that you believe the local authorities in New Orleans (or some private sector organisation able to make money from it - ?) should be?

I could go along with that, except its notable that no local authority or private sector organisation stepped forward to provide or make up for the funding that was diverted by the Bush admin from levee construction and maintenance to Iraq and the "war on terror".

Indeed it seems from this failure that the Federal government is responsible and competent because despite all beliefs professed to the contrary the actual position of those promoting "smaller government" is one alike to the animals in the children's story about the making of bread, none of whom want any part in it until the bread is ready to eat.
