Truth be told at 5 breasts usually aren't sexualized anyway they are just something that women have... So in reality he probably didn't notice them at all except for the fact that they weren't where he was used to seeing them, lower I sure.

Instead of antagonzing the neighbors why not think of something else for him to do. If I was watching a 5 yr old I too would be encouraging him to go outside LOL. Why not set up a cheap slip-n-slide out in the yard...a tarp with the hose turned on. Its alot quieter and alot of fun for a 5 yr old. Even a sprinkler and sit out there and spend time with him (hopefully in a bikini or something) get some sun and enjoy helping out your neighbors. It would also probaby make you alot more popular with the neighbors and not get you arrested.

There is also a question on ATV use.   They usually are not on the road.  As they do not fit the mode of a legal vehicle.

Honestly I think Americans are too uptight about men being nude. You see it all the time in movies, scantily clad women running around fully dressed men. It was a HUGE shock to the US that women could find Taylor Lautner a sex object! A 17 year old boy taking his shirt off on screen, and women liked it? SCANDALOUS!
Yet how many barely legal girls walk semi nude in movies, tv, magazines, and billboards all the time!

The only problem I have with public nudity is fat men would do it... and well, no one wants to see a fat man naked.

If it was acceptable she wouldn't have done it to get the neighbors attention to make them bring the kid inside. I thought the issue was how to get the kid to stop bugging her. She obviously knew it would attract attention. Too many grandparents are stuck raising/taking care of grandchildren, many are not equipped. Why not help out your neighbors instead of antagonizing them. (not to mention posting on here flaming remarks that you know are going to offend someone. *shrugs*

would a movie get as much attention if the guy from get him to the greek took his shirt off as new moon did?
the scene would be shown over and over on commercials for comedic value.
the scene where taylor lautner took his shirt off in new moon was so "hush hush" he wouldn't even take his shirt off to promote the movie.
18 - 25 year old models and actresses are almost expected to be nude or as close to nude as possible, while actors are not.
there is definitely a size/age/gender bias when discussing nudity.
as previously said, if the 55 year old woman in the story was a 25 year old hottie, men would be standing outside waiting for her arrival.
or if the 55 year old woman was a 55 year old man who decided to shock his 5 year old neighbor by waking outside nude he would be convicted as a sex offender.

You're right, it shouldn't be on the road unless registered, which it probably isn't.
But that's here. The link was to Canada. Maybe you don't need a license plate for an ATV in Ontario.
