My bad....there is a later mention in the same link but it only applies to the CSRA. And it looks like only DC, NY and Puerto Rico have state laws against it. But as I said..even if prohibited, find out someones a Dem and there will be plenty of reasons to justify they are incapable of doing the job...like lack of intelligence.
