SEC. 2. DEPARTMENT OF DEFENSE POLICY CONCERNING HOMOSEXUALITY IN THE ARMED FORCES.

(a) Comprehensive Review on the Implementation of a Repeal of 10 U.S.C. 654-

(1) IN GENERAL- On March 2, 2010, the Secretary of Defense issued a memorandum directing the Comprehensive Review on the Implementation of a Repeal of 10 U.S.C. 654 (section 654 of title 10, United States Code).

(2) OBJECTIVES AND SCOPE OF REVIEW- The Terms of Reference accompanying the Secretary’s memorandum established the following objectives and scope of the ordered review:

(A) Determine any impacts to military readiness, military effectiveness and unit cohesion, recruiting/retention, and family readiness that may result from repeal of the law and recommend any actions that should be taken in light of such impacts.

(B) Determine leadership, guidance, and training on standards of conduct and new policies.

(C) Determine appropriate changes to existing policies and regulations, including but not limited to issues regarding personnel management, leadership and training, facilities, investigations, and benefits.

(D) Recommend appropriate changes (if any) to the Uniform Code of Military Justice.

(E) Monitor and evaluate existing legislative proposals to repeal 10 U.S.C. 654 and proposals that may be introduced in the Congress during the period of the review.

(F) Assure appropriate ways to monitor the workforce climate and military effectiveness that support successful follow-through on implementation.

(G) Evaluate the issues raised in ongoing litigation involving 10 U.S.C. 654.

Why do you feel this is temporary? 

Like it or not, it IS the civil rights issue of your generation. Did the right of women to vote somehow not stick? Did the right of colored people to eat with whites not stick? 

Absolutely, there are people who still live in denial of those two issues, but the legality stuck even if some of the minds remained shallow.

Watch a lot of Fox News, do you, Eterna? I wouldn't know. If they are following my posts for topics to discuss, they certainly aren't sending me any checks.

Looks like they are opening with a challenge to universities that have ROTC banned because of DADT. Perhaps we'll get to see our latest Justice of the Supreme Court weigh in a little on the subject?

Why is it that you believe that we will somehow be less civilized about this than they were?
They didn't have the forcasted problems.

And yet you think it is a certainty for us,

Are the Brits just better, more tolerant people?

What exactly does that say about our military and it's leadership?

History, perhaps?  We've got a couple of situations that are close enough to allow us to predict some of the problems that may come up.  Integration of races in units and women in combat zones.  When you change a culture (military) there are going to be those who resist the change and that's where the problems arise.  Leadership can only do so much in regard to prevention and punish accordingly when those directives aren't followed.  It would be nice to think that all members of the military were disciplined enough that when instructed not to be a hateful, bigoted person that such an order would be enough to avoid any problem at all, but it's unreasonable to expect that to happen.

Change of attitude does take time.  I'm not saying that attitude is wide spread, but I can't sit here and say that it's non existent.  Heck, I'm just a military spouse and I've seen it.  I don't see it for long because I have the ability to remove Myself when I come across it in social situations, but I don't work and live with these people every day.

I also wonder how the UCMJ will be changed on some of the various points.  There are some finer points about the related sections that I'll be waiting to see how they are handled.  Such as if the same things will apply in cases like how adultery is still against the UCMJ and how that will be handled so that it will apply equally to everyone.
