Wow.  Willbe, I gotta give you credit for thinking outside the box.

That said, you're comparing apples to oranges.  The FDA creates guidelines, while the UL verifies that products meet guidelines.  I consider the UL to be a compliance agency - they're not concerned about consumer protection as much as whether products meet set guidelines, and consider the guidelines themselves to protect the consumer.
