How many resolutions were there authorizing an end to the cease fire on Iraq?

And there was Congressional authorization for the use of force as well...

But thats all in the past, off topic as you say.

I dont recall the tough-sounding speeches Obama read to the UN, or him demonstrating his leadership skills in any other ways either, such as meeting with out allies to get something concrete going.

Any idea why Hillary just announced she wont be in for another term?

I wonder what thats all about...

If Obama had jumped in with the military you would be here bitching that was wrong.  You would be arguing the opposite regardless.

Obama said that Gaddafi needed to go, the rebels begged for our help...

Now, as the fight is all but over, Obama is signaling that he might be nearing the point that he is ready to help.

Not exactly leadership.

Libya has paid $1.5bn into a US compensation fund for relatives of victims of terror attacks blamed on Tripoli, the US state department says.

The fund was agreed in August to settle remaining lawsuits in the US.

The attacks include the 1988 Lockerbie bombing that killed 270 people and the 1986 bombing of a Berlin disco which killed three and wounded more than 200.

Under the deal, Libya did not accept responsibility for the attacks, but agreed to compensate victims.

The BBC's Kim Ghattas in Washington says it is the final step in a long diplomatic process, which has seen Libya come back into the international fold.

The first $300m Libyan payment into the fund was made on 9 October, shortly after an historic visit to Tripoli by US Secretary of State Condoleezza Rice.

Its second payment of $600m was received on Thursday and a final instalment of $600m was made on Friday, said David Welch, the US diplomat who negotiated the settlement.

In exchange, President Bush has signed an executive order restoring the Libyan government's immunity from terror-related lawsuits and dismissing pending compensation cases in the US, the White House said.

I've no desire to turn this into an Obama is right, or Obama is wrong deal. I spent a lot of time in Africa, north to south. What passed and still passes as government there is horrendous in many places. We're good at condemning people after the fact, and as many have said, it's their battle to fight.

We had our own battle here to fight once and France came to our aid. Any time people fight for freedom against what is demonstrable oppression, to me it is the right thing to do to help. Diplomacy is a good thing, but often a slow thing. As for being asked, the transitional government asked last week. The Arab league asked five days ago.

It wasn't a matter of being asked. It was a matter of a committee decision. Now that he's on the verge of stamping out the rebel cause and instituting God knows what types of retribution, our committee finally makes a decision.

You're right, there's nothing wrong with waiting on China and Russia to figure out whether or not they were going to say no while hoping the people begging for help do your dirty work for you. If there was a wrong committed, it was in being afraid to take a harder stance until everyone was sure it was going to happen.

Sucks seeing people die in that pool of back-clapping rightness though.

Yes, the rebels begged for our help. And we can say we thing people need to go. But to act on that would be wrong. How many times have other countries complained bitterly about our interference?

Or is your complaint that he isnt moving fast enough to suit you?

Secretary of State Hillary Clinton said Thursday that a U.N. no-fly zone over Libya "requires certain actions taken to protect the planes and the pilots, including bombing targets like the Libyan defense systems."

And if Obama had charged in and "took over" it would have been nothing different than what Bush did.

I thought that was interesting about China and Russia Tazzy, they would normally veto any action.

What annoys me about the West is the lack of comment vs the supression of protests in Bahrain or Saudi. The later has a terrible human rights record, but lots of oil. That cant be it, can it ?
