I know this a really difficult concept for members of the looney right to grasp, but there are other ways of measuring costs and benefits other than cold hard cash.
For example, having your policy goals achieved, ridding the world of a homicidal tyrant, making the world a better place or making friends where previously there were only enemies can all be seen as benefits.
OTOH dead US military or civilians, getting bogged down in interminable unwinnable wars, reinforcing opposition to one's goals/policies, creating enemies, wasted political capital can be seen as costs.
If the former can be achieved without incurring any of the latter, such as Obama has achieved in Libya, then the cost-benefit analysis is in your favour.
Go figure.
