Since only about 2,000 women are affected (BBC via NPR) I think it's unnecessarily antagonistic. I think it will be seen as an attack on Islam. Are they next going to legislate that Sikh men can't wear their turbans?

It's a mute point. Any female who was that observant wouldn't be going into the bank. A male family member would be doing the banking.
