Yes of course.

One should always pronounce the "aitch" in "Herb".

It's only propper.

Dropping the h's is a fashion which has appeared fairly recently in various places - such as parts of London, as many English people may know.
Since it is not that old (maybe post WW II) it is not easy to predict whether it may fall out of fashion again soon or spread further. Since a pronounced "h" is rare in English anyway and can only occur at the beginning of the word, it might disappear sooner or later, like so many once pronounced "gh"s ...
(sound as in Scottish loCH)

my advice: keep it ... it might help learning other languages for instance, since many have that "h" in various grades of pronounciation
however, some don't, like Spanish
