The fact that the people who do it now may be out-of-work fishermen is incidental, its been what fishermen (working or not) do in the spring for hundreds of years. And as for the whale hunt, as far as I know that's pretty much the same as in the States, certain aboriginal groups who have a tradition of hunting whales are allowed to continue, but nobody else is. I haven't researched this, but I'm pretty sure that's the way it is.
