It is astounding that someone can be put through this just for doing their job.

To just explain how Costs plus cash works..... You submit and invoice with a set some added on, the more you invoice the more you earn.

Lucrative to company owners but costly to the tax payer.

Five years of litigation.

Her "offence" was to challenge the KBR contract. It was weeks before the expected invasion of Iraq, in 2003, and Bush military planners predicted Saddam Hussein would blow up Iraqi oilfields, as happened with the US invasion in 1991. The project, dubbed "Restore Iraqi Oil", or RIO, was created so that oilfield fires would be extinguished. KBR was owned then by Halliburton, whose CEO until 2000 was none other than then Vice President Dick Cheney. KBR was the only company invited to bid.

Bunny Greenhouse told her superiors that the process was illegal. She was overridden. She said the decision to grant the contract to KBR came from the office of the secretary of defence, run by VP Cheney's close friend, Donald Rumsfeld. As Bunny Greenhouse told a congressional committee:


"I can unequivocally state that the abuse related to contracts awarded to KBR represents the most blatant and improper contract abuse I have witnessed during the course of my professional career."

Fact is, the O'Bummer administration handed her $970,000.00 of taxpayer money, for being their political stooge!

Talk about redistributing the wealth...

Even if it is true that no other company in the world was capable of doing the job AND that therefore meant no bidding process was required, there was no job. KBR was hired to put out fires that didn't ignite.

What exactly is slanted? She blew the whistle, was penalized, and later compensated.

The US Army Corps of Engineers settled with Greenhouse for $970,000, representing full restitution for lost wages, compensatory damages and attorneys' fees.

Highly unlikely that it was a pure cost plus contract. The DCAA has rarely approved them since the early 90s and I doubt any other agency is different. More likely it was a cost plus with incentives contract. Under a CPWI contract costs over a ceiling are not fully reimbursable, and the "plus" portion is increased for coming in under target.

Then why not put it out for competitive bid and award the contract based on KBR having sole capabilities for it?  It would have been a lot better politically at least.

Clarifying:

Cost plus means that whatever is invoiced gets paid, plus a fixed percent.  Maximizing costs will maximize income.  Widely used back when NASA was set up, and used in a LOT of contracts back in the day but almost never used now.

Fixed fee is when the whole job gets done for a set amount.  That's the standard in the private sector.  It is a pain in the defense community because, frankly, a lot of the work is done AFTER the contract is signed, and this results in multiple ongoing renegotiations.

Cost plus fixed fee is how the KBR contract SHOULD have been set up.  The company gets its invoice paid plus a set fee.  The less they spend, the higher the percentage of the total the fixed fee represents, which is an incentive to keep costs down.
