Then why not put it out for competitive bid and award the contract based on KBR having sole capabilities for it?  It would have been a lot better politically at least.

To just explain how Costs plus cash works..... You submit and invoice with a set some added on, the more you invoice the more you earn.

Lucrative to company owners but costly to the tax payer.


Clarifying:

Cost plus means that whatever is invoiced gets paid, plus a fixed percent.  Maximizing costs will maximize income.  Widely used back when NASA was set up, and used in a LOT of contracts back in the day but almost never used now.

Fixed fee is when the whole job gets done for a set amount.  That's the standard in the private sector.  It is a pain in the defense community because, frankly, a lot of the work is done AFTER the contract is signed, and this results in multiple ongoing renegotiations.

Cost plus fixed fee is how the KBR contract SHOULD have been set up.  The company gets its invoice paid plus a set fee.  The less they spend, the higher the percentage of the total the fixed fee represents, which is an incentive to keep costs down.

Sole sourcing to Halliburton/KBR started under the Clinton Adminstration and continued throught GWB and continues to this day under Obama. Lack of capable competition and the efficiencies of continuity are the primary reasons. The lack of competition stems from the consolidation in government contractors forced by the phony "peace dividend". We are paying more for everything now because of it.

And, as noted in my other post, your last is a description of "cost plus with incentives" not pure cost plus.

She was overridden, because the contracting procedures werent and arent illegal. The response to her "whistleblowing" may have been improperl, and that is why she received the settlement. If her demotion was clearly illegal she would have received punitive damages and if the contracting procedures were illegal she would have received a portion of the fines and savings from correcting them. She got neither.

It would be a shame for the OLD MM to move on. Rational liberal voices are needed here lest every post from the left becomse a carictaure of that other "moveon". But if your only alternatives are to join them or move on, it really doesnt matter (to me at least) because you'll be on ignore along with the Lucy's and utterfools. Yoiure not there yet, but not far!

Does it not occur to you that although the figurehead may change from time to time, the machine of government remains the same, or is it in your country with every outgoing president, those that make up the adminstrational machine are sacked and a new lot brought in for the next president's tenure ?

In other words life goes on regardless of who sits in the big chair, who sits in the big chair is only a figurehead and not the governmental machine.

The Iraq contracts were just additional orders under LOGCAP contracts.


"The US Army Logistics Augmentation Program--LOGCAP--is a multi-year super contract awarded by the dept of defense for complex jobs the military might need performed on short notice. Halliburton first won the competitive bidding for this contract in 1992 under the Clinton administration. One of Halliburton subsidiaries did work in Haiti, Somalia, and Bosnia.
In 1997 Halliburton lost the LOGCAP contract but the Clinton administration. still awarded a sole-source contract for work in the Balkans. The next time the LOGCAP was awarded was in 1999 and Halliburton won the contract again. Gore and Clinton both wrote favorable assessments of the work that Halliburton did under LOGCAP. In 2001 Halliburton won the LOGCAP again."
