I said he was guilty of helping a researcher write a proposal. Of course it is the job of the person who approves proposals to make sure they meet the minimum standards.

The article does not tell us what the agency's standard is for assisting in proposals. If he was the only one doing that job and he did not offer the same assistance to others, then he did act inappropriately. Of which he admitted to.

If its the same as DoD they are not permitted to assist in the preparation proposals at all.

Guess DARPA isn't in the DoD anymore.

Note page 38 where there is a technical POC. That's the guy who will help you out if you are working on a proposal.
