BEIJING — Aided by at least $43 million in assistance from the government of Massachusetts and an innovative solar energy technology, Evergreen Solar emerged in the last three years as the third-largest maker of solar panels in the United States.
Michael El-Hillow, chief executive of Evergreen, said falling prices for panels led to the closing.


But now the company is closing its main American factory, laying off the 800 workers by the end of March and shifting production to a joint venture with a Chinese company in central China. Evergreen cited the much higher government support available in China.

Ian A. Bowles, the former energy and environment chief for Gov. Deval L. Patrick, a Democrat who pushed for the solar panel factory to be located in Massachusetts, said the federal government had not helped the American industry enough or done enough to challenge Chinese government subsidies for its industry. Evergreen has received no federal money.


“The federal government has brought a knife to a gun fight,” Mr. Bowles said. “Its support is completely out of proportion to the support displayed by China — and even to that in Europe.”

Evergreen, which closed its taxpayer-supported Devens factory in March and cut 800 jobs, has been trying to rework its debt for months. The cash-strapped company announced today has sought a reorganization in U.S. Bankruptcy Court in Delaware and reached a deal with certain note holders to restructure its debt and auction off assets.

The Massachusetts Republican Party called the Patrick administration’s $58 million financial aid package, which supported Evergreen’s $450 million factory, a “waste” of money.

PRINCETON, NJ -- President Obama's job approval rating dropped to 40% during the week spanning Aug. 8-14, the lowest weekly average of his administration. During this period, Obama's three-day rolling average also hit a new low of 39% for Aug. 11-13, the first such average below 40% since he took office, though it recovered to 41% for Aug. 12-14.

Implications

Although the new lows in Obama's job approval rating represent only a slight drop from his previous low readings, they symbolically underscore the weaker position the president is in as he begins a "listening tour" of the Midwest this week.

Ten incumbent presidents have sought re-election since World War II, and none has won a second term with final pre-election job approval ratings below 48%. The last two presidents who lost their re-election bids -- George H.W. Bush and Jimmy Carter -- had job approval ratings in the 30% range in the fall of the election year. Thus, Obama's challenge is not only to move his rating back above 40%, but also to push it close to or above 50%.

He is using multimillion dollar taxpayer funded buses for his reelection bid, he is preaching against trucks and SUVs (that a lot of people need) while he is enjoying that luxury bus ride, he is assigning blame for the economy, and he did claim to have turned the economy around until "bad luck" hit.
