That is what our band/clan/tribal government is doing now, polling and working with "green" and technologically sophisticated businesses and seeing what they think they need in the way of workers and their educations and working with the technical schools and colleges to get our members the right skills. (we have our own scholarship system, too.) Not sexy but it has been working for us. And there is a bunch opening up, from wind and solar power, to aquatic farming and sustainable agriculture. It started out as a shoestring effort a decade ago, but now has reached the point where we have 4 people dedicated to just this. I think it is as you noted, kind of like the military is always fighting the last war. But if you have even a relatively small group working proactively to get the young women and men trained in needed future skills, it works.
